This is a clone of issue OCPBUGS-56147. The following is the description of the original issue:

Currently the CRs necessary for Virtualization Operators are not being applied to the cluster after installation. The iso_builder script must create these CRs and move them to the appropriate directly where the appliance will include them. per https://github.com/openshift/appliance/pull/398.

The actual CRs to build are for the HyperConverged (cnv) operator and the KubeDescheduler operator. For the KubeDescheduler operator, the contents of the CR are defined in https://issues.redhat.com/browse/MGMT-20588.

Note that in 4.20, these CRs will be passed from assisted-service to the assisted-controller and applied after the installation is complete as defined in https://issues.redhat.com/browse/AGENT-1072.
