      This is a clone of issue OCPBUGS-54195. The following is the description of the original issue:

      Description of problem:

      Pipeline operator version 1.18 is incompatible with 4.19 console so CI is having issues. Enabling tests to install the 1.17 version of the pipeline operator in the  script to get tests working in CI.
