      This is a clone of issue OCPBUGS-55428. The following is the description of the original issue:
      —
      Windows MachineSets should not be included for boot image updates. When the opt-out work landed, this has caused failures in windows-machine-config-operator CI, since the MCO cannot upgrade the custom *-user-data secret referenced by windows machinesets.
