ROSA HCP public API cluster not creating new DNS records when switching to private API

      Description of problem:

      A ROSA HCP customer's cluster, when configured with public API visibility, has the "normal" DNS records for (oauth|api).gsp-dpnp-hcp.3qm8.p3.openshiftapps.com. However, when switching to a private API visibility, these DNS records are **deleted**, and not recreated with the appropriate/correct records pointing to the VPCE.

      Always (on this single cluster, I have not been able to replicate on other clusters)
